What to do about noise in dorms at college?

I live in a resident tower that has about 13 floors in it. The hallways echo so bad!! So when 2 am rolls around and drunk idiots decide to run in circles and yell loudly, I can hear and can't sleep. Is there a way to block the outer sound from coming in the room? Like a handy homemade device? lol I heard from someone that if you take an egg carton and fill it with paper in each compartment it would help...idk Any ideas? Thanks!
