License suspended after "refusal" to blow?

Can an officer suspend your license for "refusal to blow" if you blew 4 times without hesitation. Apparently the machine wasn't reading and he claimed I was not blowing hard enough, but every time I heard the tone he said it would make. My question is would you hear this tone whether it was reading or not, or do you only hear it when you're blowing hard enough? Please help!
